I fear not! It looks like the writer is infusing her piece with personal irony, but the supreme irony is that – she's telling it like it really is 'abroad' – especially if you're a patriotic Russian (and ex-KGB, of course)!
It's extremely good writing, it seems to me. I hope that we can look forward to much of the same in years to come – the writing, and the heavy Soviet-style tactics!
